  • ECOTEC Research & Consulting is managing the co-financed Learning and Skills Council (LSC) Pan London European Social Fund (ESF) Objective 3 Programme on behalf of the London LSC. The five London LSCs have appointed two regional directors who will oversee this programme via an LSC pan-London team.
  • The European Social Fund (ESF) is one of the Structural Funds designed to strengthen economic and social cohesion in the European Union. The LSC Pan London ESF Programme is co-financed by the London region Learning and Skills Council. The programme aims to address skills and employment needs at regional level and covers all the 5 London LSC areas (North, East, South, West, Central). It primarily aims to benefit individuals across London at a disadvantage in the labour market and SMEs, including Black Minority Ethnic (BME) groups, disabled people, women. You can find further information about ESF and co-financing under the Programme section
  • The LSC Pan London ESF Programme currently encompasses:
  • The Pan London 1 Programme: ran from January 2005 to December 2006 and delivered £29.5 million of co-financed ESF. 65 projects were funded under 10 measures and more than 20,000 disadvantaged learners across London benefited from opportunities for up-skilling and accessing the labour market.
  • The Pan London 2 Programme: running from summer 2006 to summer 2008 and funding projects under 9 ESF measures. 35 projects have started in August 2006 following a call for tender earlier in Spring 2006 which aimed to address 2 main key themes: worklessness and Level 3. This means an additional cash boost of approx. £30 million towards helping those in most need within the London labour market, including those from ethnic minorities and disabled people, as well as further progress towards ensuring London has the workforce to remain competitive. Additionally, 6 projects have also started in October 2006 under the London LSC part of the "On Your Marks (ESF Skills for 2012 Games)". These projects will be delivered as part of the Pan London 2 Programme. An Unallocated Funds Round has also been launched in September 2006 (deadline: 27 October 2006, 5pm) to maximise unused funds under Pan London 2 and On Your Marks (ESF Skills for 2012 Games).
